I would like a suggestion on creating / editing a keyboard for my windows form application.
I'm working on a device with OS Windows Embedded Compact 7.
It is better to edit a SIP(if it is possible) or to create a custom control?
how can proceed in each case?

By SIP do you mean Soft Input Panel?

Use the control that's already available to you in the compact framework. There is just too much work to do in trying to implement your own control. The only reason that I can think of to try to "roll your own" is specific UX requirements that the OS does not support. In that case, you should try to convince the requirements providers to use the framework SIP (mostly because it would be cheaper)

In this case, I can change the control available?
For example, change the style, background color, etc.

You must access the documents that describe the properties of the SIP. From there you can determine what you can and cannot change regarding style, background color, etc. I think you will find the options to be quite limited.
