Blocking Website WITHOUT using hostsfile?

Hi, i'm trying to work on a security software.

Maybe you know that AVAST and NETOP is capable of blocking sites just by typing url we want to block inside a listbox. Then when we tried to open that url in ANY BROWSER, a html showing that site is block appears.

Editing hosts file is too vulnerable, how to do it?

You're talking about the standard functionality of a proxy server.

So, you mean when user access the url, it always go trough the proxy server. From there, we can check if that website is allowed or not and block it there?
