I have doubt in mysql configuration?

>I am having 4 system(1,2,3&4). In my 4th system I installed MySQL(Xampp).

>I developed one WCF Service which one is configured in 3rd System. then I tested , it's working fine.
>Then I hosted same WCF service in my 2nd system and 1st system
then I tested it it shows below error

Unable to read data from the transport connection: A Connection attempt failed because the connected party did not properly respond after a period of time, or establishing connection failed because connected host has failed to respond.

please help me.....!
It makes me big trouble....!
