INVOKE FILE XML from CMD ON C#

i'm invoke the xml file from cmd and i get error response

reload file xml respon the type initializer for 'System.serviceModel.ClientBase'1' threw an exception

how to make solves this problem ?
and i'm use this configuration in the file xml
