clickonce deployment - console application - c#

I am learning clickonce deployment and created a POC console application. I have selected 2 separate folders, one for Publish and another for install. I have used shared folder as install folder.

When I published this POC application using publish wizard, I found setup.exe, one manifest file and one Application Files folder inside Publish folder but Install remained empty. Please confirm this is normal behavior.

Also, please explain details about all three files significance of content of publish folder.

What do you mean when you say "I have selected 2 separate folders, one for Publish and another for install." ?? What screen are you setting these on?
