Android USB Host mode

I have simple app which will access the USb device input output stream. Device get mounted on phone under \dev\Bus\usb directory.Can we access the \dev\bus\susb files??. While Opening this file causes Error .
"EACCES :Permission Denied."

I need to have access to phone internal storage.Actually /dev/bus/usb folder is reside within phone internal storage.
