How to deploy WCF service as a batch file and deploy it to IIS by Powershell

I am new to WCF.
I develop a WCF REST service and can deploy it to IIS.
But higher authorities are saying to deploy this service as a batch file and deploy this batch file as a working service by using Powershell.

So please answer as step by step how i can deploy WCF REST service as batch file and deploy it with powershell.

I don't know, but I avoid using IIS for my Services, and I recommend using a self-hosting Service. That may be what they want.
