  WebChatTask chatWork1 = new WebChatTask(mConfig,chatId++); 
  scheduledThreadPool1.schedule(chatWork1, mCurrDelay * chatId, TimeUnit.SECONDS);

you are creating WebchatTask over and over again.
Using a ScheduledThreadPool is a concept to let the same Thread run over and over again.
So this is not a good example.
