It would be possible that you asked for doing some work for you but without meaning any cheating. But in this case, you would clearly explain what you want to achieve. Maybe you just urgently need some facility for your work. You would hardly get code, but someone could give you some useful links. But you need "creating a simple software application". Why? Learning? This would be the worst possible way of learning, least realistic, wasteful and inefficient. Learners would also specify some particular technique to learn. So, sorry, but my conclusion is: cheating. At least, this is a clear message from your post.

Cheating is not going against the teacher's permission and not getting help, but asking someone to write code for you. I cannot believe this is what your teacher meant. If this person allowed to get help, it could be quite a wise suggestion, because getting help from people is an important skill not everyone possess.

As to writing code for you... It could not be even called "help", because it could not be helpful at all for you. For your studies, only writing code by yourself is helpful. "I don't know how to do" is not a valid justification. If you are at your school, you should know something. You could start from more elementary steps at first.
