Windows Installer/Excel 2013: Addin does not load

I created a Windows Installer for my fully functional Excel 2013 addin following the following instructions:

When I run the Setup file, the addin is installed i.e.:

1.) The deployment manifest and all dll needed are created in the installation Folder
2.) the Windows registry is created

Then I open Excel, but the Addin is not installed and does not appear as activated or deactivated (options->addins. No exceptions of any kind is thrown.
Any ideas?
