Which API can I use to parse the sgml(not XML) file with dtd validation in windows7?

Hi,

I'm new to SGML and want to parse sgml file with validation under windows 7 using c/c++. Could you let me please, which API can support the sgml file parsing and dtd validation? Also give any reference/small example to get overview of that parser API.
