A Windows Forms app is going to let you show the images easily, but transition effects are going to be near impossible for YOU to implement.

A better choice would be WPF, but the WPF learning curve is pretty steep. The advantage is transition effects will be quite easy to implement.

I seriously suggest picking up a book on WPF to learn it.
