Implement in-app-purchase from user to user

I trying to build an app where users can sell items, and buyers can buy them. But for every transaction, I get a percentage (from the seller).

I looked at this tutorial, but that shows how to make regular in app purchases, from users to me. What I'm trying to do is from user to user and I get a percentage.

I also would like to know which service works best for this? (ex. paypal, apples in app purchase etc.)
