how do I build a transaction monitoring and fraud detection neural network ?

I would like to have some guidance about the process flow of the project.
The software would contain customers with their financial profiles and will attempt transactions. Based on their salary, assets and liabilities, they will be given a customer rating. And depending on the parameters their transactions need to be monitored if they can carry it out or no?
