First you need to decide which language you prefer and for what reason. This question you need to ask yourself. And also what features you want to give in your app.

Perhaps if the OP could be kind enough to provide at least a link to "Line" and perhaps explain what it is? I have never heard of it (and I think the author should be flogged for such a name :-) ).

Anyway, for any serious communications software, chances are the core library is written in C or C++. Interface to it would most likely be C. GUI? Use whatever you fancy.

Solution 1

You firstly must decide which platform do you want to target. For Mac/iOS you use XCode, for Android Android Studio. For purely Windows you best take C# with Visual Studio.

Really interesting is the multi-platform approach of Xamarin.
