The answer is simple, you can't. Anyone who can open your project in VS can do it. What you can do is limit who has write rights on the destination folder(s). Allow people to publish to some test environment.

Even if you could prevent such functionality, what would you do if someone opens your project in VS 2008, 2010, 2012 or 2013?

What you can't change, you have to accept. Try asking on microsoft forums if someone knows some hidden registry or XML option to do it, but I wouldn't hold my breath.
