Developing Hybrid application in Visual Studio 2012/2010

Hi Guys,
I would like to know, is there is anyway we can create Hybrid mobile application in visual studio 2012/2010?. All the search results navigate to VS2013 Update 4 (which is not a free version) or some 3rd party applications like Telerik(which is also not a free version).

I have heard about phoneGap but I couldn't find any good tutorials to start working on that. Please share few links where I could get some basics about it.
