how to impove and more normalization on tables.

hello
i want to write a proram about Bill payment.
i draw my tables and make the relations on them.
this link : My tables

i have doubt that these tables are in a good position and have a nice normalization.
i want to improve them about (relations - normalization - Extra fields(PayLoads)).
if I want to extend it in future _ can i make it better?
