I have email notifications on my site but I want to add SMS notifications also. I can use dongle to send text messages to the mobile phone from web site

How could you identify dongle from the web page?
There is no way to identify your hardware devices from the web site/web page. you can send SMS from Hosted server itself. Search for code that have send SMS from your IIS or other server
