UI for Website Administrator Applications, Roles and Users management

Hi,

I have a sub-portal with multiple web applications, Now I want to create easiest, User friendly UI to manage Users with Roles. Problem is if there are m applications and each application has n roles then for a single user, Administrator has m*n roles.
