Using teltonika and AVL devices

Hello.
Can we get gps data with webservice from a teltonika device or any other avl devices?
To make it more clear, can we define a webservice for teltonika (or any avl device) to receive GPS data with that?! I should define Server ip and port to use tcp, but i am going to use a webservice!!! Is there any way?
