Dropdown button is not clickable after open a popup and this issue is only in google crome

We have a dropdown button of page end and page is very large so scroll has generated. On this page we open a popUp aspx page then we have closed this popup after that when we click on dropdown button so it's not clickable means it's go upper side of window and it's just happened on Google Chrome.
When we mousehover for click scroll goes upper side.

Everything is ok on this page just problem is bootstap .btn-group class . We have used in our button class . when its first time load it's not issue but when i open a popup and close that popup after that click on button then it's not clickable . I have mention this code.
