Solution 1

When you send an SMS it doesn't matter what "modem" it is going to: it's only significant in any way which "modem" it is coming from - i.e. yours.

Sending SMS in C# isn't difficult, and Google can help you with the various options better than I can. But to get you started: Sending SMS using .NET[^] then work from there with Google.
