In IE9 the button has the appearance of being disabled but clicking on the button still goes to the url

Hi,

In IE9 the button has the appearance of being disabled but clicking on the button still goes to the url.
However the appearance of buttons are getting enabled in Firefox and chrome and IE11.
Googled a lot.
Not being to find a solution. Plz help.
