Run my web apps from localhost

I need to build my web application on my PC using IIS without running visual studio. I have studied more through some articles. But still I didn't get any solution how to run my web application from localhost.

NB. I can run my aspx page from localhost, but my problem is to configure SQL database.

Error displays:
"The system cannot find the file specified"

I need to run my web application with SQL Server DB using localhost from wwwroot folder. I am tired to get find this solution.

Thanks in advance for your help.

Host your application in IIS on your local machine and access this from ip in url..
