Hii All,
Can anyone tell me whether I-Phone apps can be Developed or Created with .NET4.0 in Windows... If so, then plz send me some usefull links. Its urgent..

No, they can't. You have to use one of the apple-approved languages.

The short answer is "No, you can't use .Net/Windows for iPhone programming."

The iPhone and iOS is a pretty closed ecosystem. There have been third party solutions that aim to allow some one to produce executables for the iPhone and iOS devices. But these solutions still require a Mac (they use the iOS SDK which is only available on the Mac) and in recent months Apple has prohibited the use of these third party tools.
