I don't see how this has to do with hardware. If you're using Linux, I guess you've using C++, so search for a C++ library with google.

Apart from what CG has replied, you can use .NET to do it then have a look at this article:Text to Speech with the Microsoft Speech Library and SDK version 5.1[^]
