I searched everywhere and i am not able to find a proper guide as such.

I am beginner to programming, but i want to learn to do this,

Any help pointing me in the right direction.

"A proper guide"? There thousands of articles and sample applications for "billing applications" available via Google.
"I want to learn to do this" - no you don't. You want to learn to program, design architectures and use database. Don't limit yourself to such a narrow band before you've learned the basics.

If everything was possible to achieve through such "proper guides", most software architects and big part of other "real" software engineers would eventually loose their jobs. Then all the works would be done by some people like most of our inquirers. I don't see how it is going to happen.

The "proper answer" here would be: start learning software development, including architectural work. It's never too early to start. But it might result in few not-so-perfect products, before the beginner starts creating something decent on her/his own. However, some (few) are way more talented and successful than that, and many are much worse than that.
