Save option missing in the file download pop up

Hi,
In my project there is a page from where i download some docs. It works fine in my develpoment environment , but when it went to testing, they are facing a problem. QA are saying they dont see the save option in the file download prompt of IE and its happening for IE only.

Update 1 :-
I had a look @ QA server and actually what happens is this.When i click the doc to download. It just shows the notification toolbar @ the bottom with only open option
and cancel

Update 2: -
I discovered another thing. Actually when the click the download of doc , ie is actually trying to open it rather than download . How can we set that to force save?

What could be the cause of this?

What are the IE versions on your dev and QA environment machines?
Just trying to figure out differences here...
