How can I give a borderless form (and a picturebox) a blurry transparency/opacity?

Does someone of you know how I can get a blurry transparency/opacity of my form? And does someone know how to do the same with a picturebox?

To be honest I didn't try any codes, because I didn't know how the graphical section of VB.net works :S.

I did indeed search StackOverflow, DreamInCode, MSDN, CodeProject and of course Google. They don't seem to know it.

This is what I mean with a blurry effect:
