There is no direct answer for this. You have to consider what business do you know, what technology do you know, can you find good developers in that area for a specific language, etc, etc. It sounds like you really need to do some more research on the issue.

It is a permissions issue. When it runs as a job it is using the account on the SQLAgent. Whatever account is running your SQLAgent service will need to have proper permissions. I believe there is also a setting in the job to tell it to use a specific account.

Yes. However, you may find some compilation issues if your code was using anything new in .Net 4.0 in which case you will have to change the code or go back to .Net 4.

As stated in the comments, you are leaving Session["New"] = null but more importantly your Page_Load is not checking for IsPostBack so when the button is clicked, your page_load code runs before your button click code.Use if (!IsPostBack)

It sounds like you need a nested loop. Do a for i = 1 to 5 and then inside do another one and the inside will be your B variable and the outside loop is your A variable.

This is because of browser security. You can't access the user's computer so browsers do that. You don't need the path anyway. The file will be sent to your server and then you'll save it somewhere on your server.
