From what how you describe the problem you have to solve I would suggest you to check this product (http://www.docentric.com). Just download the trial and check the example app that ships with it. I think it offers exactly what you are looking for (a template based document generation).

Use the Docentric toolkit to generate MS Word documkents populated with database data. The process of designing templates and then generating documents is very simple and doesn't requre much coding. Most of the work is done in MS Word when designing templates.
