Yes, those protocols are valid. Pelco as well as all other hardware companies never change their protocols specifications just because there are a lot of other (even hardware) stuff working with it.

Thank you. The use of GetMessage is really simple. It builds right byte array to be posted via any kind of transport. E.g. for COM port this will looks like MyCommClass.SendBuffer(GetMessage(1,0,0,0))
