Right click your project in Visual Studio -> Properties -> Application tab, from there you can change the "Target framework" to whatever you want. Be aware, as mentioned above, not all things in .Net 4.0 are available in 3.5.

I don't know about JPEGs, but TIFFs have no requirement that the data be stored in any order resembling the actual image (I'm working on a library for rendering TIFFs right now, so I've become fairly familiar with the format), so you'd need to make sure your reader can load chunks of the file...

Well, one way or another it has to be downloaded to be viewed. A program can't work with data it doesn't have. Every file you view in your web browser (e.g. images, video, documents) has to be downloaded to your machine first, the only difference is it goes somewhere temporary where it will be...

If it's that way when you start your computer, you should probably check your start up programs and disable anything you aren't using. Here's a tutorial[^] on how to do that. If you're still hitting numbers that high when just booting, you might just need more RAM.

Do you mean the library the includes the java.awt package? I'm pretty sure that's just part of the standard Java library, you shouldn't need anything additional. Here's the documentation for java.awt[^] if you need more information on it.

Maybe make a bunch of windows the same size and stack them? I'm not sure how the blending works with those shadows, I usually turn them off.
