I'd have thought any license would do that, but if it does not, just insert a clause to say that people use your software at their own risk and you accept no liability nor do you warrant the software as being suited to any particular purpose.

You will only get sued if you make money, at most you could be ordered to discontinue your service. For open source projects as long as you go by the license your fine. Patents are country based.

It depends, Russians are not going to care, because they have no copyright laws.  I tend to make all my articles free for anyone who wants them, if you're thinking that way, then I assume you are not really losing anything.  I'd contact them and ask them to credit you for the code in their software,
