Is the install media optical, or magnetic? If it's optical, then it should be ok, if it's the old "we trust our HDD, here's the Windows install in a separate partition" then it is possible that has been corrupted as well.
 
It's also possible it's an MBR virus - try downloading SuperGrub[^] on a known clean PC and booting from that to access the install partition instead of relying on the MBR - I'm slightly sure that was part of the problem I had recently with a friends mothers PC as it all went away after I deliberately overwrote the MBR with a different (and incompatable-with-the-hardware) version of Windows XP.
If you get an email telling you that you can catch Swine Flu from tinned pork then just delete it. It's Spam.
