I have an image with a car a path (represented by road) and a starting point.

I Have to:

•On Browser's Vertical Scroll: Animate the car along the 'PATH'

•On Scroll Down: Car appears from 'SHED' and continues to move down

•On Scroll Up: Car moves up until it disappears at 'SHED'

•At anytime car is visible except when it is inside the 'SHED'.

•Car's front is always in the direction of motion

Right, so what have you tried? Where are you stuck?
Specific answers require specific questions.

This looks like a homework task to me. It sure looks like someone gave you a list of things and you've not even tried to do them. That's not what we do. It's unclear to me how you expect this to work, or even if it can.

This can work alright - I can think of at least two ways to do it - clearly the OP is just not trying or needs to be taught to code (or ask questions) properly... My vote of 2.
