If you installed the VS and all works good then I`m pretty sure it relates to c++ runtimes - does your project requires some of them?

The static method is the DateTime.DaysInMonth(int, int) method which you can find in the DateTime class. Nothing I would recommend you to write :)
The code above can be placed inside the datetimepicker selection changed event and the daysCollection is the collection you need to set for the datagrid datasource:
datagrid1.DataSource = daysCollection;

Check if the installation process went all good:
1. Is the .netframework4 indeed on the target machine?
2. Are all the files in position?
3. Any registry required done?
4. Any configuration needs to be done? XML/DB/ etc.
5. Check your .dlls of the project - c++ runtimes maybe?
To me it sounds that the installation was not successful - try debug it

Since it is not straight forward, a bit more detailed explanation on alternate parameters for cm.GetCallbackEventReference(this, "arg", "HandleResult", "")
For example what can the developer place instead of "this"? maybe he wants the code behind in another page, if it is possible.
And the ""? What can we place there? What is it used for?
And maybe other things that for others were not straight forward (I understood the rest)
