Solution 1

SQL Server (2005 onwards) supports column level encryption[^].

i need scramble solution not encryption . and on the complete database not the particular table or column .. i guess you got my point ?

Not in the detail - how is scrambling/unscrambling different to encryption/unencryption?

Perhaps you could go one step up and describe what you are trying to achieve and why?
