No ad-blocker running. Hola VPN used to set browsing location to U.S. The home page appears with no "blank rectangle" of the type I would expect to see if video content had been blocked. Looking "under the hood" via Chrome's inspector, and by viewing page source: no sign of any reference to FSharpConf. There was another change in the CDN URL's (now codeproject.global.ssl.fastly.net). When this is blocked it might be the reason.
