Windows 7 based I-pad alternatives and its programming in vb.net

I am not able to find more details on Windows 7 based pads. Most of the information is available on android based pads.

I want to know
1) if any Vb.net tool / sdk available for it ?
2) Smart devices in vs2005 can be used for windows pad ?

Would appriciate you can point to any useful link .
