How to keep the popup of Google Translator at the same place It was opened?

I am using following code to add a google translator. When I m Clicking on Drop Down of Google Translator the drop down is open then without any selection if i m scrolling the mouse then the opened popup is showing on the whole page.How to get that popup remain at the same place it was opened?
