How to Generate Wireframe from 3-D Image

I am new to the Graphice programing.
My task is to convert a 3-D Live image of person into a wireframe. can somebody guide in right direction.
What technologies to use.

Is 3D Live a program ? IF you have the object in a 3D program, then you have a wireframe, it's just got textures on it. If you have a picture of it, then I'm not sure how possible it is to turn that into a texture, because you want to go from 2D to 3D. Perhaps you need to describe what you're doing a little better.

Also, this is a programming forum, this does not sound like a programming task, so perhaps this is not the best place to get help with it ?

Its a programming task for me.
What I have to do is

1. Get a 3-D Image of a person
2. Transfer it to a program
3. Get a WireFrame of Image
4. Fetch user dimensions from this wireframe
5. Let user apply the various dressing effects to his/her wireframe
6. One done, get the final dementions for the selected dress.

All i have to do is build up a system. I am a .net developer. Can you tell me the best forum for this and from where to start for this(technologies required).
