There are numerous libraries for generating standard EAN13 retail barcodes. I suggest you use Google to look for one suitable to the language you are using. I would stay away from the ones that use special fonts to represent the barcode, their accuracy and completeness may be questionable.
If you get the free reference implementation in 'C' for generating EAN barcodes it is about 2-3 weeks work to knock it into shape, effectively rewriting it for commercial use.
