I'm not a site admin but was able to find a deleted article using Google:
Quote: Closed because this item's quality is too poor to be published. Reported by xxx, yyy , zzz on Friday, January 20, 2017 7:07am
There is also a comment by a reputable CP member (who has not reported the article probably to give you a chance to enhance your article):
Quote: Please ... take some time to view a few articles on Code Project before posting your own, this post does not meet the standards of Code Project in content and formatting.
The above comment answers your question.

If you are referring to this[^] article, then I am surprised it was even published. If you take out the Visual Studio images, you don't even have half a page of text. If you look at articles by the likes of Marc Clifton, Sacha Barber or Paulo Zemek, you will see that they are much more in depth. At best, what you published was a tip.

And it's completely ok that the download link on the bottom of the article points to a website where I have to register first before I can download it? Isn't there some rule against this?
That's about as spammy as I can tolerate, but hey I guess you all know what you're doing.

Are they welcome, and if so, where to post them?

Of course they would be welcome. My first thought was the Languages > Programming Languages section here[^].

I have a simple question (I want to update my article adding a reference): is there a specific format to cite other CodeProject articles or I just copy the full URL? I apologize if it happens I was too lazy to find the answer somewhere in the instructions or FAQs
thanks!

As long as you make it clear which text or code you are referencing and provide the link to that reference you're good. You can see one possible example using superscript here: CodeProject Plagiarism FAQ
Please let me know if you have further questions.

I had to delete an article on CP for a few days. Now I want to bring it back. How? I tried to restore revision from before deletion but it only creates new revision which is also in deleted state.

This[^] is having some snippets that should be "text" but actually set on other language so they get weird coloring.
