But the same can be also found at ASP.NET,C#.NET,VB.NET,SQL Server,JQuery,JavaScript,Ajax,Gridview Examples,MVC,WCF,AutoLISP,code snippet examples[^] posted by "Kishore".
Assuming that the last link is the original (dated Dec 2014) it is plagiarised because Kishor would reference his blog.
I left a comment at the article so that the "author" can clarify the situation. Going to report the would be article as plagiarised but not the user so far.

If you pay attention, there are two sections when reporting, the upper one is the "no way". The lower one is "need help".
The report of "offline downloads / Images" is the correct solution here. Now that article has a flag and...
possibility 1) The author changes it in his own
Possibility 2) CP-Editor members see the flag and correct it
