In this case... I would say it is boundary. I don't care about the reputation of the member, but the intention of Sergey is not promoting another site, nor reputation hunting (he doesn't need it). He can be many things, and is someone you like or you hate. But is someone who normally follow the rules.
I don't think he is doing it on abusive way, but so I think it is not needed too. Specially in such "questions" as the one opening this thread. Publishing the contribution already gives people the possibility to land on it through google search.

Plagiarism is not blattant; I could not retrieve a part that is a verbatim copy of something else.
But this does not bring anything new to the subject, either. This is just an attempt to explain what can be found in many places; examples could have been copied, and the classes names changed, but there is no proof of that, and I don't think there can be.
This leaves me with the same feelings as every other short article on design patterns: OK, we get the concept, but what is lacking is a concrete description, from the beginning, of the issues it solves.
If formatting issues were to be corrected, then it would at least deserve an "incomplete" report.
