While I think that's a great idea, especially for companies (don't ask and I won't tell) that are using 20 year old technologies and the devs are lifers because their knowledge of the latest flash-bang tech and practices is non-existent, making them completely unmarketable, thus the idea gives them the opportunity to explore new ideas, I seriously doubt the majority of companies will want to "pay back" all the open source code that they use on their own dime.

Threats found on Twitter are not "crime", they are social experiments. Who takes Twitter, Facebook or any other social network seriously? I wonder how much desperate law enforcers are, to actually believe in such nonsense.
Personally, I would emphasize the importance of "real world" tackling, because crimes happen in real world, our cyber teams are already working on social experiments. No need to sit and relax thinking Twitter can help, it can never.
