Several years away. However, the work that's being done isn't useless, despite no usable end product. They've managed to improve some classical algorithms as a byproduct apparently.
It's also stimulated post-quantum cryptography research.

no doubt it'll be a Bugatti.
Did you ever see history portrayed as an old man with a wise brow and pulseless heart, weighing all things in the balance of reason?
Is not rather the genius of history like an eternal, imploring maiden, full of fire, with a burning heart and flaming soul, humanly warm and humanly beautiful?

The SMART standard provides the host with an SSD media wearout indicator. Assuming that the SSD firmware maintains this accurately, Windows should be able to give ample warning of imminent failure.

What problems could it cause? As far as I can see, the only likely problem is false positives. But that's going to benefit the SSD manufacturers isn't it...

This is either manifestly sensible or a severe security risk. I'm not sure which yet!
It also occurs to me that WSL-malware is going to be a thing sooner or later.

US Tech Firm: Fine, here you have
User: Ok, I am not going to use this, let's get rid of it
Phone: Black screen.
