To summarize; the author is panicking about a reduction in jobs that did not exist 30 years ago. (Yeah, he eventually gets around to--the onus is on you to learn new skills.)

itprotoday makes its money by advertising to non-dev IT people, who don't want to learn to be devs.

Software development for easy problems is getting easier. Enough of the hand wringing; that's good thing. A lot of stuff surrounding hard problems is getting easier, but it still takes brains and experience to solve them. (DevOps has little, if anything, to do with this, but when a reporter runs out of words, it provides filler.)

A library that I work on often these days, meshoptimizer, has changed over time to use fewer and fewer C++ library features, up until the current state where the code closely resembles C even though it uses some C++ features. Didn't this get decided decades ago?

Well no sh*t Sherlock.
I've run across this before and it completely misses the boat. One major point of "higher" level languages is that you gain maintainability and reduction of bugs (due, in part, to using very tested code versus rolling your own for everything) at the price of some performance.
The "it takes longer to build" just makes me laugh when I remember four hour build times of C-based projects which were smaller than my recent projects, but which build several magnitudes faster. And again, you trade off build times for checking in debug builds and faster execution in release builds.
What I don't understand is why the author stopped at 'C'. Assembly not only builds lightning fast, it's generally as fast in "debug" mode as "release" mode. Never mind that it will take you 8 hours to write, versus 2 hours for C and all of 2 seconds in C++ (since you aren't implementing anything, just using what someone else wrote for you.)
